how do i restart my canon camera power shot A470?

my camera makes this buzzing noise every time i turn it on and it does this when the lens comes out

the my camera automatically says lens error, restart camera
i have never dropped this camera and it just keeps doing this
its bugging me a lot and i want to know how to fix it

Most lens errors occur when you either drop the camera or you obstruct the lens from extending, but sometimes lens errors also occur for no known reason whatsoever.

To restart the camera, simply means to turn it off, then turn it on again (make sure batteries are fully charged, take them out then put them back in).
