it can't be very expensive, and i've got a sony alpha slr.
A neutral density filter simply cuts down the amount of light that enters your camera. This allows you to use exposure settings (including ISO) that you would not expect to use under existing light conditions.
If it is to be used as a "slow motion" effect, you would use it to allow longer shutter times. A longer shutter time will make something that is in motion appear somewhat blurry on your final exposure. I guess this could be considered a slo-mo effect.
If you don't already own one, you might consider a polarizing filter. Besides the actual true value of ths filter (See: http://www.flickr.com/photos/samfeinstein/2197308037/ ), it cuts the light by about 1-to-1.5 stops, so you will get an introduction into neutral density photography.
